COMMISSIONER OF BUILDING DEPARTMENT
A unique position requiring a person of specialized background for the title of Commissioner of Buildings, Safety Inspections and Enforcement.

The Town of North Hempstead’s Building Department has applied for and is currently under review by an accreditation agency to receive national recognition for the successful operation of the department. The department is currently looking for someone with a minimum of 20 years experience in Law Enforcement, with at least 10 years in a supervisory position. The individual must have experience in internal investigations and disciplinary matters, preferably in internal affairs. Prior governmental experience in the field of code enforcement is required. The successful candidate should have a demonstrated history of office management including but not limited to formulation of budgets, personnel decisions, creation and implementation of office policies. The successful candidate should also have a demonstrated history of interaction with other governmental agencies inclusive of other law enforcement agencies.

The Town of North Hempstead is looking for someone whose educational experiences include a bachelor of science in criminal justice or a related field. A Masters degree or other advanced degrees are preferred.

DEPUTY COMMISSIONER OF BUILDING DEPARTMENT
The Town of North Hempstead seeks an experienced professional to serve as the Deputy Commissioner of the Department of Building and Safety Inspection. The Deputy Commissioner is responsible for all facets of management of the Department, its 45 employees and $4 million in budget and expenses.

The Department enforces the provisions of the New York State building code, the Town's zoning by-laws, and all other relevant state and local codes, as well as regulations and requirements of special permits and variances issued by the Board of Zoning Appeals. The Departments staff handles issues relating to building construction techniques and processes, materials and products, design preparation and plan review. The management and customer service demands of the Department require a Deputy Commissioner with strong inter-personal skills, strong computer and technical skills, a commitment to training and staff development, and the ability to set and maintain the highest standards of professionalism and integrity.
Candidates should have at least 10 years of experience in the building industry and/or code enforcement, including at least five years of management experience. A bachelors or advanced degree in Architecture, Engineering, Management, Law, Law Enforcement or a related field is preferred. Certification as a licensed Architect, Engineer, or New York State Certified Code Enforcement Official, or extensive experience with code enforcement and public safety, is also preferred.

COMMISSIONER OF PARKS
The Town of North Hempstead is seeking a seasoned and enthusiastic parks and recreation professional with strong management and communications skills to serve as Commissioner of the Department of Parks and Recreation. The Department consists of more than 1,000 acres of both active and passive facilities, including two beaches, five outdoor pools, an indoor aquatics center, a privately managed golf complex with an 18-hole championship and 9-hole executive course, three community centers, including a state-of-the-art LEED-certified building set to open in 2012, and more than two dozen natural and artificial playing fields.

The Commissioner oversees a staff with 85 full-time employees and more than 250 part-time and seasonal employees, a combined operating budget of more than $14 million, and a five-year capital plan of approximately $6 million.

Under the direction of the Town Supervisor and a seven-member Town Board, the Commissioner supervises the day-to-day operations of the parks system, including a diverse array of recreational programming, operating and capital spending, purchasing, facility maintenance, community outreach, and event management and development. The Commissioner interacts frequently with the elected leadership of the Town, attends public meetings, develops short and long range plans for both operations and facilities, and manages numerous contracts with outside entities for a wide variety of services.

The successful candidate will be innovative, enthusiastic, professional, and have excellent communication skills. They should be experienced in team building and staff development, and comfortable working in a unionized environment.

A Bachelor’s degree in Recreation, Leisure Services, Management, or a related field is strongly desired, as is a minimum of seven years in a senior management capacity as a recreation professional, or in a hands-on management capacity with significant experience managing complex organizations and working with customers.

Final salary is dependent upon experience and qualifications. The Town offers a broad benefit package, generous leave, and both a pension and deferred comp plan.
