North Hempstead Receiver Charles Berman Sworn in for New Term in 2011

North Hempstead, NY – Surrounded by family and friends, North Hempstead Receiver of Taxes Charles Berman was recently sworn in and installed for a new term in office at the January 25th Town Board meeting. The Receiver is a critical position in Town government – an office that does not set tax rate but can provide avenues for residents to lower them.

“I am honored to be standing here today among family and friends for this special and memorable occasion,” said Receiver Charles Berman. “We have a lot of work to do going forward, and I intend to fulfill my commitment to the taxpayers of North Hempstead and be the kind of fiscal watchdog that our residents expect from our elected leaders.”

Charles Berman has a distinguished record in public service that compliments his solid administrative background in business.

In 2000, he was appointed Deputy Town Clerk of the Town of Oyster Bay, where he oversaw the daily operations of the department, implemented an automated license system for New York state hunting and fishing licenses, and coordinated the opening of the first U.S. passport application facility in a Town Clerk’s office on Long Island.

Shortly thereafter, in 2003 Charlie was appointed interim North Hempstead Receiver of Taxes, succeeding Ann Galante who stepped down to deal with family matters. Berman was responsible for the collection and distribution of all County, School, General and Special District taxes within the Town. He implemented what is thought to be the first “lockbox” system intended to accommodate the deposits of tax payments within 24 hours after being received. This innovative approach resulted in increased interest income for the Town and ultimately helped reduces tax levies.

After former Receiver of Taxes Rocco Iannarelli stepped down from his position in January of 2010 to accept a position with the New York Power Authority, Berman took over the responsibilities. In November of 2010, he was elected in a special election to serve a one-year unexpired term as Receiver of Taxes.

As the Receiver of Taxes, Berman is charged with overseeing the collection of roughly $1 billion in taxpayer funds annually. He oversees an annual mailing of 180,000 tax bills, the transmitting of 100,000 electronic bills to Tax Service Organization, and the receiving and processing of 288,000 tax payments, including 10,000 payments made in person at Town Hall and at community collection sites.

In 2010, Charlie brought the Tax Office on line with the Town’s “311” Call Center, ensuring that taxpayers receive timely information and answers to any tax related questions. The Tax Office now accepts online credit card and check (ACH) payments, as well as payments at community tax collection sites.
